I refer to your letter of 28 May regarding proposed new runway at Dublin Airport.

Aer Rianta has statutory responsibility for the development of Dublin
Airport under the 1998 Air Navigation and Transport Act. The Minister for Public Enterprise, Mary O'Rourke, has pointed this out to residents in
Portmarnock who have written to her recently.

It is absolutely clear that at some time in the latter half of this decade additional runway capacity will be required at Dublin Airport. The planning permission process itself which will be time consuming, will have to demonstrate that there are no other options to providing a new runway.

In the consultation process with the airlines no alternatives to the development of the existing site at Dublin Airport have emerged.

Aer Rianta supports fully the development of Cork and Shannon airports but no matter how fast these airports grow it will not obviate the need to provide additional capacity at Dublin Airport. Dublin Airport being developed as a hub for these airports, as has been suggested, would in fact speed up the need for a new runway.

There has never been any regulatory barrier to the building of privately owned airports in Ireland. However there are no serious proposals being considered to build another airport anywhere that would impact on the ongoing growth of Dublin Airport.

The installation of the noise and track monitoring equipment is going ahead and will be up and running before the end of the year. This is more about noise management however than runway capacity.

Based on recent experience it would be remiss of Aer Rianta not to continue the planning process now that it is charged with this responsibility.
